Abbreviation in dates should be indicated in courses

Description

In LMS index or in course about page, the start date of the courses have the month in abbreviation. This should be indicated with the attribute <abbr>.

Acceptance Criteria:
I don't recommend the abbr attribute. However, I do recommend expanding the full month name wherever possible. While we expand the month name in course cards on edx.org, we do not expand them in Open EdX.

the abbr element itself is not very accessible as it requires a mouse to get any value from. Screen readers do not expand or offer to expand, the value of the title attribute in abbr elements. I think a universal solution to this issue is to expand the full month wherever possible. I have checked and found that we are currently doing this in many locations since this ticket was opened. However, the date is NOT expanded in Open Edx course cards.
