Broken scroll behavior on program about page

Description

It appears that clicking "I'm interested" on a program about page causes odd scroll behavior.

When I visit the page for the first time, scrolling behaves as expected. After I have clicked "I'm interested" and scroll back to the top of the page, I'm unable to view the modules in the middle of the page (Meet your Instructors, What You'll Learn, etc.) by scrolling; the page snaps back to the price/CTA block almost immediately upon scrolling down from the top of the page.

Steps to Reproduce

1. Navigate to https://www.edx.org/micromasters/columbiax-artificial-intelligence
2. Click "I'm interested" (page will scroll to pricing/CTA block)
3. Scroll back to top of page
4. Begin scrolling down. As soon as bottom of browser URL bar approaches the breadcrumbs, page snaps down to the same position as clicking "I'm interested" (although NB, in a less elegant way: a hard snap rather than a quick auto scroll).
