Remove TYPE_WHITELIST from FAP so all new courses/runs use CourseType

Description

We have been using the config variable TYPE_WHITELIST to control whether a partner should use CourseType/CourseRunType in their new course/run creation flow. In preparation for all orgs using CourseType, let's remove usage of this from FAP.

ACs:

  • All orgs use CourseType and CourseRunType in their new course and run creation flow

  • Remove this config var from edx-internal
