LTI reuse feature is a closed pilot

In https://edx.readthedocs.io/projects/edx-partner-course-staff/en/latest/course_features/lti/lti_reuse_content.html Reusing Course Content with LTI, we say

Support for this feature is provisional. EdX is currently working with a limited number of partners to test this feature on edX Edge.

However, says "We’ve configured 4 schools to use edX edge as an LTI provider. There are no current plans to enable this for additional schools." We should instead say something like "This was an experimental feature. It is no longer supported."

We do actually support it, in that when UBC report issues we address them. We can't just declare it unsupported.
