Here's 's status as of 1/11/2019:

Deen will need to have a conversation with Legal about Sorting functionality on Gradebook and see if we should just remove what we have right now. Once we get the green light there, then the only thing left is for Engineering to implement the waffle flags correctly so Gradebook will be on default for all courses. We will make sure we have a waffle blacklist mechanism for gradebook to turn it off for certain courses.

In terms of the timeline, I can imagine we turn on Gradebook for all courses by the end of this month. Can you make sure on the documentation side, we should be good to go for this timeline?
