Add 5xx Alerts for Proctoring Endpoints

Description

Coming out of an RCA on a proctoring outage, we have surfaced a need for quick response times when there are widespread issues blocking learners from taking proctored exams.

Acceptance criteria

  1. Identify the LMS endpoints which, when responding with an HTTP 5xx, will completely block the learner from starting a proctored exam/proceeding with the proctoring workflow.

  2. Add alerts per endpoint, attempting to gear thresholds to a fairly sensitive level.

  3. Send alerts through our master's opsgenie support rotation.
