[Discovery] For do we even need the PersistentGradesEnabledFlag model any more?
Description
As we're moving to default to enable PersistentGradesEnabledFlag, we ask the question, is it important to have this as a model at all?
1. Are there situations that exist where not having this enabled makes sense?
2. Are these situations valuable to the company to support?
3. Can we migrate these situations to a point where having the model enabled is a success state for them?
AC:
Answer these questions such that a conversation with can be had and an action ticket can be written.

The model was introduced in
it seems like it was created specifically to be able to delete grades when it was turned of ….. but I can find no evidence of this ever actually being implemented.
In fact, in this very ticket, someone else says not to bother because the feature is to be short-lived
