Design and implement system/api for tracking and communicating which courses are affected.
Description
Resolution: It's a shared list of ~10 courses.
Currently we are using a list in a google doc including the course key and marketing course id for the test courses.
These will need to be hard-coded into the code triggering changes (which may be in either the page-targeting code or the on-activation code).
Note: the main benefit of doing targeting in the individual page-targeting code is the ability to track throughput on each of the views, which we do not care about for this experiment.
