ORA File Uploads - Clean up file metadata

Description

Coming from discovery in https://openedx.atlassian.net/browse/EDUCATOR-5531, when files fail to upload, the file metadata can still stick around in the student's state/submission. Though we hide the offending "ghost" files on the frontend, they can still cause trouble (e.g. the submission archive) by being around.

Does it make sense to start cleaning up student file metadata?

  • Review options proposed in this discovery doc and select an implementation, or chose to disregard

Proposed AC:

  • Clean up file metadata for failed uploads (either on upload failure or when crafting a submission, based on grooming work in TO-DO
