Convert Dynamically generated XModule Sass

Description

We currently scan XModules, extract their Sass/CSS files into files named after the md5 hashes of the contents, and concatenate them together into a dynamically generated Sass file with some pre-pended imports. This was intended for easy extensibility, but we don't create new XModules (we use XBlocks now), and it would simplify the code if we replace the dynamic scanning with a simple file in version control that has the appropriate include file named in a sensible way from their source directories.
