Mobile Localization

This epic captures all of the work necessary to support localized versions of both iOS and Android apps. This work is necessary in the short term for the Jerome project, but beyond that it will become important for our edX-branded apps as well as for the Open Source community.

Note that this epic does not include full support for right-to-left languages. That will be a later epic when the need arises.
