v2 - Course Reviews on course home experience

Description

Goal:
Understand impact of course reviews on new and returning users in terms of likelihood to extend a session and engage in course content.

Plan:
1. Enabling reviews for 33 test courses. (course is open, loads reviews correctly)
2. Force this feature on through waffle course admin flags
2. Disable for all white label course-runs
3. BI ticket / data analysis for impact on session duration / content engagement for set of courses in 2-3 weeks.
