in courseware, banner Logo links to Dashboard, footer logo links to home page

Description

When you are on the Dashboard, or on any page in courseware, the logo in the Header links to /dashboard, the logo in the footer links to edX home page. This is a serious UX problem. One would expect two identical linked images to link to the same location. From a screen reader users perspective, the issue is even more explicit; the link text for both says "edX Home page" leading the user to believe that following either link will take them to edx.org, not courses.edx.org/dashboard.

Since clicking on your username already brings you to your dashboard, and (since the beginning of time) clicking on logos brings you to the website's home page on 99.9% of sites on the Interwebs, I would expect clicking on our logo to do the same. The user should not be aware of the difference between our marketing site and our courseware.
