SPIKE: Investigate Login Page

Description

We have reason to believe that the login page is a significant portion of our > 15s wait time traffic:

https://insights.newrelic.com/accounts/88178/dashboards/140558

Most of that time is spent in DOM Processing, meaning that we should take another look to see if there are any requests that we can eliminate. Some candidates are navigation.js, noreferrer.js, url.min.js, possibly some of the styling.

There also seems to be a delay between when the DOM is ready and when the page has mostly rendered. Figure out what this is and eliminate if possible. Maybe it's because the logistration_factory.js is being loaded so late? Can we explicitly move that up a bit?

End-goal: Have a plan/path for the best way to optimize this page.

I'm moving this out because and FedX is going to take on the work of fixing the late loading JS on this page as part of their sprint.
