Removal of UserPartition from modulestore.

Description

The UserPartition functionality is now down in the modulestore. Can it be removed from that location and still remain functional? Maybe by changing it to a component or plugin?

A/C:

  • Experiment with moving the UserPartition code while keeping it functional.

  • If possible, do so in the new modulestore repo.

  • Report findings.
