Video player's speed function doesn't speed up or slow down videos
Stanford faculty and students reported that they are unable to adjust the playback speed in the video player. While they can select a different audio playback speed, the new selection has no effect and the video's audio continues at the same speed as before.
To reproduce this issue:
1. Go to a course on edx.org.
2. Go to a unit with a video that uses the built-in video player.
3. Press "Play".
4. Click on the speed control.
5. Select the slowest speed.
6. Select the fastest speed.
Notice that the video's audio speed does not change, despite your selection.
I tested this on our instances (lagunita.stanford.edu, suclass.stanford.edu, cme.class.stanford.edu) and edX's instances (edge.edx.org, edx.org). All exhibited the same behavior.
I attached a screen + audio recording of me playing and adjusting the playback speed in an edX demo course as well as a real and currently-running course on edX:

Might need to turn up the volume on your computer to hear the audio in the video. I recorded the sound at a low volume by accident.
