Enable adding new section to top of course outline
As a course builder, I would like to be able to add a new section to the top of the course outline, without having it default to the bottom of the page, and then having to drag it to the top.
Some of our course teams have very long courses, comprised of many units, subsections, and sections. The pain point is that when they are building their course, as they keep adding to it, it defaults to appearing at the bottom of the page. Since faculty may determine that they need to add say an introductory section to the start of the course, or break assignments out into their own sections after the fact, this default behavior creates a somewhat tedious experience for them.
By extending the platform to support adding a section to the top of the outline (just as you can currently add a section to the bottom of the outline), course teams gain greater ease and flexibility in building out their online course to be just the way they want it to be.
A current workaround does exist, though it probably ends up being just as time-consuming: Duplicate a section. You can duplicate your topmost section, then repurpose the duplicated section to be an introduction section, or something else as you see fit.
In the past, some of our course teams designed their courses so that the newest content displayed at the top of the course outline in the LMS. This enabled them and their learners to avoid needlessly scrolling past everything else they'd completed so far.
