unit will publish content but not update as "published"

Description

A LouvainX course team has encountered strange behavior in the following studio unit:

Studio link: https://studio.edx.org/container/block-v1:LouvainX+Louv11x+2T2015+type@vertical+block@badb5d3cddb4496b8d2e2486a385c8d3

1. Make any edit to any component in the unit
2. click "Publish"
3. content actually publishes live, but the page still gives the "publish" and "preview page" options

Note: this is the same unit that was experiencing linking issues (https://openedx.atlassian.net/browse/TNL-1844). We removed the hyperlinks, and this issue still persists.

Steps to Reproduce

We tested other unpublished units in the course, and could not replicate this issue.

Hey , so I've been working with one of the people from one of the courses where this is a problem and I think we came with a way to replicate the bug (step-by-step) of it getting suck both as a draft (even though hitting publish does actually publish) and the opposite where it never says it's a draft (thus not allowing you to publish, so studio does have the changes you want made, but they don't get saved on the LMS). Would you like me to make a new bug report or just add it here? Thanks!

Just to make sure I understand:
Can we confirm that this is only a cosmetic issue -> Studio won't update from "Draft" to "Published", but the content really does update in the LMS?

If so, does this mean our recommended next steps for the teams are "Please ignore it. Also, please tell us what you did?"
