Timebox: Report from codecov on JS and bok-choy tests as well as python unit tests for edx-platform

Description

Codecov can filter metrics tracking using their "Flags" feature.

Front-end devs in particular have been struggling because there has been no easy way for them to track how their changes have affected coverage in the JS tests.

The same paradigm will also work for bok-choy test changes, and their resulting changes to coverage.
