Update Jenkins 2 usage documentation

Jenkins 2.x includes some UI changes. At the very least, there is a new feature to make searching for builds by parameters easier (so a user can search by hash, author, etc). We should make sure there are no other workflow/ui changes, and if so, update the wiki so that developers know about these features/changes. Also, we should update our documentation to contain info on pipelines.

We should also reorganize our documentation (currently they are scattered between personal spaces/ developer onboarding/ etc). Put this somewhere under TE and separate operational documents from consumer.
