Seed jobs for Ironwood Docker images

Description

The configuration in edx-internal for the Jenkins jobs to build Docker jobs for devstack needs to be updated to also create jobs to build Ironwood images. Once done, the instructions at https://github.com/edx/jenkins-job-dsl-internal/blob/master/jobs/tools-edx-jenkins.edx.org/createDockerCIJobs.groovy need to be followed to seed them on tools-jenkins.
