Ticket up fixes for failing codejail tests

Description

Since codejail has been put on Jenkins, a lot of the tests fail. They fail for a variety of reasons:

  • Python 3 support -> codejail was developed for python 2, and needs to be upgraded

  • Missing libraries -> some of the tests require libraries, either in the local virtualenv or the sandbox virtualenv

  • Other reasons

Break them up into smaller tickets.

This probably needs to be broken down further, but this is about to become the next blocker for running unit tests under Python 3 in edx-platform. Specifically, I get the following (on the branch for INCR-230, which fixes another issue encountered before this on master):
