Enable/fix Janitor for EC2 instances

Description

We're spending too much on EC2 instances that are running 24/7 and doing nothing. We should enable the janitor for EC2 instances if its not already. If it is, it's not working as well as it could be and we should set it to be more aggressive.

We should focus especially on untagged workers (unsure why these are untagged to begin with), along with some of our t2 micro workers, which are 2 specific examples where we noticed workers that have been running for a long time (years) doing nothing.

EDIT: Scoped this to just terminate xdist ec2 workers that have been orphaned to start.
