Upstream Superset translations update

Jill Vogel has introduced a Superest Improvement Proposal (SIP, it’s like their OEPs / ADRs) and Sara Burns : https://github.com/apache/superset/issues/32139 take a look and give thumbs up or feedback on the plan!

The goal here is to stop having to have separate dashboards and charts per language, which has always been a painful hack for us to manage.
