The current version of teams has a exclusive limitation on membership for teams in the same group.For example, in an open type group with two teams, once a student is part of a team, they can no longer join another.

Therefore they get a message “You already belong to another team in this team set”
...
This same restriction is being applied to course staff. The modification would be to remove the restriction for instructors.
