In brief, SCORM addresses the packaging, launch and tracking of learning experiences, whereas xAPI is focused on the tracking of learning experiences wherever they may occur. Confusingly, to support the transition from SCORM to xAPI, the authors wrote a companion doc to cover packaging and launch.
