Truncate Utility classes

• Truncate is soon to be deprecated — see this issue for more details

  • [Brian] to clarify, it is deprecated

• There is a way to achieve truncation using simple CSS properties (example in this PR)

• Is this something that can/should be added as CSS utility class in Paragon?

  • It does appear to have support across browsers (https://caniuse.com/?search=-webkit-line-clamp )

• Are there still a11y concerns here?

• Path forward

  • Look into making a new Truncate component that utilizes the CSS

  • What functionality do we want to support?

    • ie. hovering over text to show full, un-truncated text

• @Marco Morales - Tangentially related: adding truncation functionality to the links in the breadcrumbs component would be useful
