Analyze a new repo list correctness

## New repos - need to ensure write access for Release Manager openedx/cypress-e2e-tests

Save the latest requirements

  1. Copy a latest requirements and commit it to the master

Test the latest build (Optional)

Optional step: to build the openedx platform via Tutor nightly.

Check the builds and launch.

 

To Cut-off

Checked out latest master of repo-tools

make install

Create open-release/sumac.master branches with:

tag_release --doit --branch open-release/sumac.master

The 2u/release branch lack one fix commit so we decided to switch to the master branch to cut from:
