Design tokens / Branding DEPR

• Main issue: [DEPR] Branding without design tokens · Issue #23 · openedx/brand-openedx

• Brian Smith reports that as far as edx/brand-edx.org goes, it will be using the new Elm theme that is based on Design Tokens, so it shouldn’t be a problem

• Otherwise, documentations on how to use design tokens will be included in brand-openedx

• Since there’s no way for Paragon 23 to coexist with 22 in an MFE, the “expand phase” will be a long-lived “master-design-tokens” branch in MFEs.
