Run Upgrade requirements on edx-platform fork

Current implementation of requirements upgrade reusable workflow requires GITHUB_TOKEN to run:

  • This should be updated to run without any token so open source contributors can also run this job on their forks

    • 1: Update the reusable workflow for all the repositories if needed

    • 2: Add another workflow for forks (without token requirement)

      • Currently, upgrade-one requirement workflow runs without any token requirement

  • Should be discussed with Open Craft and other teams

  • So far no, other alternative has been brought up to resolve this issue.

Should they get same permissions as arbi-bom team and add them to maintainers-at-large.

  • Use the Core Contributor plan for the team’s progress
