Governance Working Group

Goal

The Governance Working Group (formerly the Contributor Coordination Working Group) exists to enable continuous improvement of Open edX community governance. It provides a recurring and open forum for discussing community-wide governance topics, supporting proposal development, unblocking issues, and ensuring follow-up on initiatives.

Scope

The WG facilitates governance discussions and proposals across the community, with a particular focus on:

  • Core Contributor onboarding and coordination

  • Collaboration, communication, and reporting

  • Planning processes and fulfillment of commitments

  • Review and approval processes

  • Any governance issue that spans multiple working groups or affects the community at large

Roles and Membership

  1. Community participants: Open to anyone to raise issues and contribute perspectives.

  2. Core Contributors & Technical Oversight Committee (TOC): Review and vote on proposals, ensuring legitimacy of decisions. Most decisions are taken by core contributors & maintainers, but some might require to involve the governing instance of the project (TOC). In either case, bringing up topics in this working group is a good avenue for starting a discussion that might require a formal governance decision.

  3. Facilitators: Rotating or designated members responsible for guiding discussions, documenting outcomes, and ensuring compliance with the working groups processes.

Processes and Decision-Making

  1. Proposals: Drafted by any member, presented by creating a ticket about it in the working group GitHub project, and opened for asynchronous review (typically 2 weeks).

  2. Decisions: Made by consensus or Core Contributor vote, following the same model established at the Summit (async review for 2 weeks, and then a core contributors vote)

  3. Escalation: Topics outside the authority of core contributors or for which a request a resolution from the TOC (cf OEP-63) is made are referred to the TOC with recommendations.

  4. Transparency: All agendas, notes, and decisions are published in open, accessible community channels.

  • The Governance Working Group has transitioned to a primarily asynchronous model. Instead of recurring meetings, we will schedule ad hoc synchronous sessions only when there is a specific need that cannot be addressed asynchronously.

  • Number of governance issues raised and proposals submitted

  • Proportion of issues/proposals resolved through implemented changes

  • Time from proposal to resolution

  • Results of the annual Core Contributor Experience survey
