Remove edx-analytics-pipeline from devstack.

Description

Removal:

It is the intention to remove edx-analytics-pipeline from devstack. This code currently still runs under python 2.7 and is currently being phased out by data engineering.

Proposed release for removal:

Koa

Replacement:

There is no replacement for this code.

Deprecation:

It is not intended to mark this code as deprecated, but rather to just remove it outright.

Migration:

There are no migrations associated with this removal.

This code is effectively frozen right now. There will not be any changes or improvements made to it. I do see the edx-analytics-pipeline repo eventually being archived. We are still migrating off of this internally and do not expect to finish this work until FY21Q3 sometime.
