[Proposal] Staff/Learner Email Notifications for New Forum Posts

Overview
We want to use email notifications to alert admins and learners when a forum post requires their attention. Today, we only send a single email to the author of a post when it receives its first reply, with no further notifications for additional activity. This proposal recommends expanding email alerts to cover the key use cases listed below, ensuring ongoing engagement for both admins and learners.
Key Use Cases
As a course admin, I want to receive email notifications for all new forum posts so that I can stay informed about new discussions and respond promptly to learners.
As a course admin, I want to receive an email whenever someone replies to a post I've written, so that I can stay engaged with learner conversations and provide timely responses.
As a learner, I want to receive email notifications for all new forum posts, so I can stay up to date and participate in discussions.
As a learner, I want to receive an email notification whenever someone replies to my post, so I can stay updated and respond quickly to course admins or fellow learners.
As someone who has chosen to follow a specific post, I want to receive an email for every response on the thread, so that I can remain up to date with the conversation.
