Enabling dasboard mfe:

Enable the MFE flag boolean:
- set/create learner_home_mfe.enabled Waffle flag

Set the MFE URL Strings (URL):
- LEARNER_HOME_MICROFRONTEND_URL settings should be set, its the redirection locaiton when the above flag is set.
