[Draft] Product proposal: Block registration from particular countries

Feature proposal

We want to introduce a feature where platform admins can prevent users from selecting one or more countries during sign up, and later on the accounts page.

This feature will be useful in cases where admins need to restrict users from one or more countries from accessing their edX instance.

Control mechanism

There is no waffle flag for this feature, it is controlled by DISABLED_COUNTRIES settings list. This setting can be overridden using environment variables currently its default value is []
