Design tokens utility classes

Let’s get Andrey’s PR re-reviewed to ensure the generated utility classes use the CSS variables instead of hardcoding HEX values so it can get merged in.

I believe last we chatted about it, we previously had some concerns about including the actions under global tokens, potentially wanting to consider them as alias tokens instead?
