[inform] After merging the Paragon CLI PR and trying to use it in frontend-template-application, it failed to run due to the paragon-scripts.js unable to find the install-theme.js module.

Iโ€™ve moved the install-theme.js module out of bin โ†’ lib instead, following convention of frontend-build:
