Kyle’s understanding: Iteration and refinement of library authoring+usage flow. Objective is a Waffle-flagged release to production, giving beta access to a handful of partners.
Marco: Difference between “everyone can use it” and small list of users via waffle flag might be relatively small, given who uses content libraries today.

This is a new pattern, used for step-by-step wizard style
Understanding the average number of libraries people are selecting from.
Most may only have a few libraries.
Dave: Future use of tags should also help reduce the number of libraries needed.
