v1.9 - Some performance concerns with queries necessary to power this page. Pull request in review for cs_comments_service backend changes.

v1.6 - Educator preview may work (except for topics) - focus is on completing active work, next up is preview work for educators.

v1.7 - Lots of details to consider for rollout of this, and converting courses to the new model.
