Future of tracking log events

• tl;dr: We’re going to keep using tracking log events as the base mechanism for xAPI and Caliper (and other future event type) transformation.

• An ADR will be created if necessary to cover the life cycle of these events including things like adding new events, updating existing events, and versioning.
